Create False Bogeymen
The right is notorious for creating false foils or "bogeymen" to rile up their base. If facts and reason are not on your side on an issue, it is easier and more effective to malign a person or entity that identifies with or champions a particular issue rather than debate it on its merits. It's hard to counter an issue when facts, logic and reason are not on your side. Human beings and organizations are much easier targets for propagandists. You can smear a person or organization. They have faces and names. So the right identifies particular people or organizations and frames them as a danger.
Propaganda campaigns attack Al Gore and Anthony Fauci instead of acknowledging the science of climate change or Covid-19. They'll falsely attack the ACLU or BLM instead of engaging in factual\rational discussions of civil liberties.
Propaganda Examples
The Rothschilds Conspiracy Theory
For decades, conservatives have used the Rothschild name as a bogeyman and antisemitic dog-whistle to fear monger voters into thinking that an 18th century Jewish banking family secretly influences and controls people in power around the world today.
